Staples had a one drawer file cabinet that is perfect for home offices, little pricey but well worth it! Even tho, I, as a virtual assistant who organizes medical offices for a living, realized I couldn't find a particular important contract. I have a binder set up like the one you propose,but somehow this one document was placed in a drawer instead of the binder. Found the contract, placed it in the binder, problem solved. Great advice.
